- In a bowl, combine sliced beef, 1 tablespoon soy sauce, cornstarch, and a pinch of pepper; mix well and set aside 10 minutes.
- Heat 1 tablespoon vegetable oil in a large 12-inch skillet or wok over medium-high heat.
- Add beef in a single layer and sear for 2-3 minutes until browned but not fully cooked; remove beef and set aside.
- Add remaining oil to skillet, then add garlic, ginger, bell pepper, broccoli, and carrot; stir-fry 5-6 minutes until vegetables are tender-crisp.
- Return beef to skillet, add remaining 1 tablespoon soy sauce, and toss everything together; cook 2 minutes until beef is fully cooked.
- Garnish with sliced green onions and serve immediately.
