- Whisk soy sauce, 1/4 cup water, sugar, cornstarch, garlic, and ginger in a small bowl.
- Heat 1 tablespoon oil in a large skillet over medium-high heat. Add broccoli and remaining 1/4 cup water. Cover and steam 3 minutes, then transfer to a bowl.
- Add remaining oil. Sear beef in batches for 3–5 minutes, turning, until it reaches at least 145°F; allow a 3-minute rest on a clean plate.
- Return beef and broccoli to the pan. Stir the sauce again, pour it in, and simmer about 2 minutes until thick and bubbling.

For easier slicing, chill the steak briefly until firm. Always cut across the visible muscle fibers.

Refrigerate within 2 hours in a shallow container for up to 3 days. Reheat to 165°F.
