- In a bowl, combine soy sauce, grated ginger, sugar, black pepper, cornstarch, and water; stir to make marinade.
- Add sliced beef to marinade and toss to coat; let sit 10 minutes.
- Heat 1 tablespoon vegetable oil in large wok or skillet over medium-high heat.
- Add sliced onions and cook until soft and lightly caramelized, about 7 minutes; remove and set aside.
- Add remaining 1 tablespoon oil to skillet; stir-fry beef in batches until browned and just cooked through, 3-4 minutes per batch.
- Return onions to skillet; stir to combine and heat through for 2 minutes.
- Serve hot with steamed rice or noodles.
